On the morning of November 21, with the theme of “The Proximal Embraces Great Pleasure, The Distant Sees No Distance”, the 2020 Chongqing Talents Conference was opened in Chongqing Yuelai International Conference Center. At the opening ceremony, the winners of the First Chongqing Outstanding Talents Award were officially announced, and Fu Zitang, Deputy Secretary of the Party Committee and President of SWUPL, was awarded among the 29 winners the First Chongqing Outstanding Talents Award.
In order to accelerate the construction of a city of talents attracting people with ability near and far and encourage innovation and creation of outstanding talents, the Chongqing Municipal Party Committee and the Chongqing Municipal Government established the Chongqing Outstanding Talents Award, and launched the first selection this year. A total of 29 winners were selected through a selection process. It is reported that in recent years, Chongqing has achieved remarkable results in attracting talent with frequent policies. According to the data provided by the organizer, since the 19th CPC National Congress, Chongqing has attracted 360,400 new talents, among whom 1,772 are high-level talents, and 17,100 in urgent need.
The conference was hosted by the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government, and co-organized by the Sichuan Provincial Leading Group on Talent Work. As the highest-level talent attraction event in Chongqing, the Chongqing Talents Conference is an international cooperation platform that integrates idea exchange, project cooperation and talent docking. Held online and offline for the first time, the conference had invited top experts from various fields at home and abroad, heads of international organizations, industry leaders, business leaders and other important guests and talents. At the same time, more than 40,000 domestic and foreign high-end talents, college graduates, project team representatives and other talents were invited to participate online to discuss talent development plans and share cooperation opportunities.
It is understood that the activities in the main venue of the conference include 3 parts, i.e., important events, thematic activities for talent-led development, and negotiation on the introduction of talent projects, and 17 activities were held in the forms of “conference, exhibition, competition, forum and performance”.
Fu Zitang, from Xinye County, Nanyang City of Henan Province, Doctor of Laws from Peking University and Post-Doctoral Fellow from Wuhan University, is currently Professor, Ph.D. Adviser, Deputy Secretary of the Party Committee and President of SWUPL. He is an “Expert with Special Allowance by the State Council”, a selected member of the “National Hundred, Thousand, and Ten-Thousand Talents Program”, a “National Young and Middle-aged Expert with Outstanding Contributions”, among the Sixth “Top Ten Outstanding Young and Middle-aged Jurists of China”, a member of the “New Century Outstanding Talents Support Program of the Ministry of Education”.
Among the social positions held by Professor Fu Zitang are: Vice President of the China Society for Human Rights Studies, Executive Director of the China Law Society, member of the Academic Committee of the China Law Society, Vice President of the Jurisprudence Association of the China Law Society, Vice Chairman of the Law Major Education Steering Committee of the Ministry of Education, invited consultant of the Supreme People’s Court, expert consultant of the Supreme People’s Procuratorate, member of the Standing Committee of the Chongqing Municipal People’s Congress, legal advisor of the CPC Chongqing Municipal Committee, and legal advisor of the Chongqing Municipal People’s Government.
Over the years, Prof. Fu has participated in a large number of national and local legislation and regulations clearance and evaluation work, and has provided many important expert suggestions on national judicial decision-making and the reform of the political and legal system of socialism with Chinese characteristics in the New Era, which are highly valued by the relevant departments and leaders.
